Mr. A.T.M.U.D.B Tennakoon           Secretary     sec

Mr. Tennakoon has obtained his Bachelor Degree in Economics special with a Second Class Upper Division from the University of Kelaniya and Masters Degree in Rural Development from the University of East Anglia, UK. He is a Special Grade Officer of the Sri Lanka Planning Service. He joined the public service as an Assistant Director in the year 1994 and attached to the Integrated Rural Development Project in Kegalle District. Subsequently, he was appointed as an Assistant Director of the Regional Development Division in the Ministry of plan implementation. From 2001 to 2004 he worked in the Uva Provincial Council. In the year 2004 he was transferred to the Finance Commission and was appointed as a Deputy Director of the Finance Commission and promoted to the Director. In 2015 he joined the Ministry of National Policies and Economic Affairs in the capacity of Additional Secretary and served there till 31 August, 2016. He assumed duties as the Secretary of the Finance Commission on 01 September 2016.


Ms.S.K. Kothalawala Cheif Accountant

 directorMs. Sandya Kumudini Kothalawala has obtained a B.Sc. (Business Administration Special) Degree with Second Class Upper Division from University of Sri Jayewardenepura in 2001 and Master’s Degree in Economics from University of Kelaniya. She also obtained Post – Graduate Diploma in Business Management at the University of Colombo and Post – Graduate Diploma in Commerce at the University of Kelaniya. She joined the public service in 2002 as an Audit Examiner in the Auditor Generals’ Department and after she joined the Sri Lanka Accountants Service in 2005. Currently, she has been working at the Finance Commission as a Chief Accountant since July 2019.  


Ms.S.N. Sanjeevanie                        Director Administration 

 directorMrs. Sanjeevanie has obtained a BA degree from University of Peradeniya in 2004 and also gained masters degree from University of Kelaniya in 2007. In addition to that she obtained LLB from Open University in 2018. She joined the public service in 2006 as a Sri Lanka Administrative Service Officer. She has been working at the Finance Commission as Director Administration since July 2017.  


Mr.Premalal WIjesinghe          Director 

Mr. Premalal Wijesinghe is an experienced officer of Sri Lanka Planning Service, over 15 years of experience in the public sector. He holds a Bachelor of Science in Agriculture Degree with Second Class Upper Division Honours from the Faculty of Agriculture, University of Peradeniya (2004), and a Master’s Degree in Crop Science from the Postgraduate Institute of Agriculture of the same university (2007). In 2016, Mr. Wijesinghe was awarded the prestigious Australia Awards Scholarship to pursue a Master’s Degree in Development Studies at the University of Melbourne, further enriching his expertise in planning and development. He also holds a Diploma in Development and Planning from the Sri Lanka Institute of Development Administration (SLIDA). Mr. Wijesinghe entered the Sri Lanka Planning Service in 2008 through the Open Competitive Examination. He began his career as an Assistant Director (Planning) at the Provincial Ministry of Agriculture, Uva Province in 2009. In 2017, he was appointed to the Sustainable Development Division at the Presidential Secretariat, contributing to national-level policy planning and development initiatives. He joined the Finance Commission in December 2019 as an Assistant Director (Policy Research) and in 2024 he was promoted as the Director (Provincial Development Planning), where he continues to play a pivotal role in assessing capital needs and reviewing development plans related to the Provincial Councils.


Ms. T. G. Chandra Malanie           – Director (Policy, Studies and Reporting)

Ms. T. G. Chandra Malanie has graduated from the Faculty of Agriculture, University of Peradeniya in 2002 with a B.Sc. (Hons) in Agriculture (2nd Class Lower Division), and also holds Bachelor’s Degree in Law from Open University of Sri Lanka. She is an Attorney-at –Law with a Second Upper from the Sri Lanka Law College. She has gained Masters in Public Administration from the Postgraduate Institute of Management, University of Sri Jayawardenepura in 2016. She has joined the Sri Lanka Planning Service in 2008 through the Open Competitive Examination and served as an Assistant Director in Matara Four Gravets Divisional Secretariat, Project Management and Monitoring Department and Legal Affairs Department of the Ministry of Finance and Planning and the Ministry of Development Assignments, and thereafter as a Deputy Director in the Finance Commission and the Ministry of Justice. She has performed cover up duties as the Director of the Non Judicial Officers Training Institute of the Ministry of Justice from November 2021 to February 2025, and also as the acting Head of Tracing in the Office of the Missing Persons of the Ministry of Justice from March 2023 to November 2023. Currently, she is working at the Finance Commission as the Director, Policy, Studies and Reporting since February 2025.


Mr. Medagedara Cyril Jayatissa           – Deputy Director (Provincial Development Planning) 

 jayatissaDeputy Director of Planning with a proven track record in supervisory planning roles within Sri Lanka Planning Service (SLPS). Experienced in sub-national, regional, and rural development planning, with expertise in project identification, socio-economic analysis, and strategic planning. Skilled in research, urban planning, and sustainability, and holds a Master’s degree in Economics from the University of Kelaniya. Possesses a strong background in driving development initiatives at both Divisional Secretariats and grassroots levels.  


Ms.J.A.D. Jayalalani           Deputy Director (On Leave) 

 <http://fincom.gov.lk/wp-content/uploads/2022/04/Deepthi.jpg”>DeepthiMrs. Deepthi Abeygunawardana has obtained a B.Sc.(special), First Class (Hons) degree in Mathematical Physics from the University of Kelaniya and holds a Master of Financial Economics from the University of Colombo and Masters of Economics & Public Policy from the University of Queensland, Australia. Also, she has completed a Diploma in Project Monitoring and Evaluation offered by the “Miloda” Academy of Financial Studies. Mrs. Deepthi started her career in 2011, as a Temporary Lecturer in Physics at the University of Kelaniya. In 2013, she joined Sri Lanka Planning Service (SLPS) through the Open Competitive examination and worked as an Assistant Director (Planning) at the Ministry of Economic Development and the Ministry of National Policies & Economic Affairs. Currently, she works as a Deputy Director of the Finance Commission of Sri Lanka.  


Ms.Amali Handunpathirana Deputy Director

Ms. A. B. Handunpathirana graduated from Faculty of Science, University of Ruhuna in 2010 with a B.Sc (special) degree in Biological Science (Second Class upper division) and obtained her Master’s in Regional Development and Planning from Faculty of Graduate Studies, University of Colombo. Mrs. Handunpathirana recruited in public service, as a teacher in Chemistry in 2012. She joined the Sri Lanka Planning Service in 2013 through the Open Competitive Examination and was first appointed as an Assistant Director (Planning) at the District Secretariat, Colombo. Currently she has been working at the Finance Commission as a Deputy Director since 2020.


Mr. P.R. Nishantha Sujeewa           Assistant Director (Information Officer)

Mr. SumanapalaMr.Nishantha obtained a B.A. Special Degree (Economics) from the University of Kelaniya and a Master’s Degree in Economics from University of Kelaniya. He also possess a Diploma in Planning and Development from SLIDA. He has represented Sri Lanka in many international training programmers in relation to development and planning.

He joined the Public Services in 2000, as a Development officer after he joined the Sri Lankan Planning Services in 2009. During the last 15 years, he worked in the presidential Secretariat.


Mrs. Thiloka Abeysekera          Assistant Director

 web Ms.Thiloka has obtained a second class upper Division in Business Administration (special)   Degree in University of Sri Jayawardanapura and a Master’s Degree in Economics from  University of Kelaniya. She also possesses a postgraduate Diploma in Public Administration from Postgraduate Institute of Management (PIM) University of Sri Jayawardanapura. Mrs. Abeysekara has joined planning service in 2009 and has been serving in government  sector for last 15 years.


Mrs. W.G. Manoja Wasanthi         Assistant Director

 web Ms.Manoja Wasanthi has obtained a B.Sc Marketing Management Special Degree with a Second Class Upper Division from Sabaragamuwa University of Sri Lanka in 2005,Masters Degree in Financial Economics from University of Colombo in 2015 and Post Graduate Diploma in Development Planning From University of Ruhuna in 2011. She has joined the Public Service as a Development Officer in 2010 and joined the Planning Service in 2019 through competitive exam and started her profession as an Assistant Director.


Ms. R.U. Hettithanthrige – Accountant

 

Ms. Ruwani Udeshika has obtained a Bachelor of Business Administration Accounting Special Degree with a Second Class Upper Division from University of Colombo in 2011 and Master’s Degree in Economics from University of Kelaniya. She also obtained Diploma in Public Accounting and Finance at the Sri Lanka Institute of Development Administration and Diploma in Public Procurement and Contract Administration at the Miloda Academy of Financial Studies. In addition, she has completed the Certificate in Accounting and Business Level II in Chartered Accountancy at the Institute of Chartered Accountants of Sri Lanka. She joined the Sri Lanka Accountants’ Service (SLAcS) in 2015 and worked as the Accountant at the Department of Official Languages. Currently she works as the Accountant of the Finance Commission of Sri Lanka.


Ms. R. Oshadee Bandara – Administrative Officer

 

Ms. R. Oshadee Bandara graduated from Faculty of Management Studies and Commerce, University of Sri Jayewardenepura in 2012 with a B.Com Degree. She joined the public service in 2007 as a Management Service Officer and worked at Ministry of Plan Implementation and Department of Import and export Control respectively, and then Promoted as Administrative Officer in the year 2015 and worked at Ministry of Development Strategies and International Trade. Currently she has been working at the Finance Commission as Administrative Officer since 2018.
