The delegation of Yunann province ,Kunming Municipal Bureau of Finance of People’s Republic of China visited the Finance Commission on 22 -09-2015 to get familiarization of the devolved fiscal management system in Sri Lanka. The Team included six officers and headed by Mr. He Lichuan, Director General of Kunming Municipal Bureau of Finance.
The objective of this visit was to study on the overall Financial Supervision and Taxation system in Sri Lanka and Provincial Practice of Revenue Collection and Expenditure Management.
Mr. Ariyarathna Hewage, the Chairmen of Finance Commission welcome the delegation and explained the objective of the meeting. Mr.W.H.Munasinghe, Secretary Finance Commission made a presentation on the existing Provincial Council System of Sri Lanka. Mr. P. Sumanapala, Senior Director, Finance Commission made his presentation on Resources Allocation Mechanism to the Provinces. At the end of the presentations, the delegation and the officers of the Finance Commission engaged in an open discussion on the matters related to provincial council system, resource allocation mechanism and other related aspects.
On behalf of the delegation Mr. He Lichuan, Director General of Kunming Municipal Bureau of Finance expressed thanks to the Finance Commission for organizing a session to share the experiences of the Finance Commission and two sessions at the General Treasury and Western Provincial Council.
To facilitate the objective of the visit of the delegation, the Finance Commission organized two separate sessions with the General Treasury and the Western Provincial Council. Director General of National Budget chaired the session held at the General Treasury. He explained the budgetary process at national level giving attention on line ministries. The Chief Secretary chaired session held at the Western Provincial Council. The theme of the session was fiscal management mechanism at provincial level.
