Discussions on Provincial Recurrent Needs 2027

A series of virtual meetings were conducted to review the recurrent needs requested from Provincial Councils for the year 2027, under the Chairmanship of Mr.Sumith Abeysinghe, Chairman of the Finance Commission. The discussions were conducted by Mr. A.T.M.U.D.B. Tennakoon, Secretary of the Finance Commission with the participation of the Chief Secretary and other relevant senior officials of respective Provincial Councils and senior officials representing the Ministry of Public Administration, Provincial Councils and Local Government, the Department of National Budget, Department of Management Services, Department of Treasury Operations and officials of the Finance Commission. During these meetings, the Annual Recurrent Needs of the each Provincial Council, which are expected to be recommended to allocate from the National Budget for the year 2027 were discussed in details taking in to consideration of the approved carder by the Department of Management Services, existing carder of each Provincial Council, allocations for maintenance expenditure and School Nutrition program, transfers to Local Government institutions and revenue targets assigned to each Provincial Council etc. This exercise facilitated to obtain required clarifications on the requests made by Provincial Councils and also to guide them to reconsider and recalculate the figures if there are any mismatches with the existing policies, circular instructions, approvals given and certain other legitimate parameters.
