2023 ජුලි 18 වැනි දින පාර්ලිමේන්තු සංකීර්ණයේදී පැවති සම්මාන ප්‍රදානෝත්සවයේදී මුදල් කොමිෂන් සභාවට 2019 වර්ෂය සඳහා රන් සම්මානයක්ද, 2020 වර්ෂය සඳහා රිදී සම්මානයක් ද හිමි විය. රජයේ ගිණුම් පිළිබඳ කාරක සභාවේ අධීක්‍ෂණය යටතේ පවතින ආයතනවල 2019 සහ 2020 මූල්‍ය වර්ෂවල මෙහෙයුම් කාර්යසාධනය සහ මූල්‍ය රෙගුලාසිවලට අනුකූල වීම සම්බන්ධයෙන් ඉහළ කාර්යසාධනයක් අත්පත් කරගෙන තිබූ ආයතන ඇගයීම සඳහා මෙම සම්මාන ප්‍රදානය සංවිධානය කරන ලදී.
ශ්‍රී ලංකා ජනාධිපති ගරු රනිල් වික්‍රමසිංහ මැතිතුමන් ප්‍රධාන ආරාධිත අමුත්තා ලෙස මෙම අවස්ථාවට සහභාගී වූ අතර ගරු අග්‍රාමාත්‍යතුමා, ගරු කතානායකතුමා, ගරු පාර්ලිමේන්තු මන්ත්‍රීවරු, ජනාධිපති ලේකම්තුමා, අග්‍රාමාත්‍ය ලේකම්තුමා, අමාත්‍යාංශ ලේකම්වරු, ප්‍රධාන ලේකම්වරු ඇතුළු රාජ්‍ය නිලධාරීහු ද මේ සඳහා සහභාගි වූහ. මෙම සම්මාන ප්‍රදානෝත්සවය භෞතිකව මෙන්ම Zoom තාක්ෂණය හරහා ද පැවැත් වූ අතර අමාත්‍යාංශ, දෙපාර්තමේන්තු, පළාත් සභා සහ ප්‍රාදේශීය ලේකම් කාර්යාල ඇතුළු රාජ්‍ය ආයතන 1000කට අධික සංඛ්‍යාවක් මේ සඳහා සහභාගී විය.

அரசாங்க கணக்குக் குழு (CoPA) வினால் ஏற்பாடு செய்யப்பட்ட விருது வழங்கும் விழாவில் நிதி ஆணைக்குழு 2 விருதுகளை வென்றுள்ளது
நிதி ஆணைக்குழுவிற்கு 2023 ஜூலை 18 ஆந் திகதியன்று பாராளுமன்ற வளாகத்தில் நடைபெற்ற விருது வழங்கும் விழாவில் 2019 ஆம் ஆண்டுக்கான தங்க விருதும் 2020 ஆம் ஆண்டுக்கான வெள்ளி விருதும் கிடைக்கப்பெற்றது. அரசாங்க கணக்குக் குழுவின் மேற்பார்வையின் கீழான நிறுவனங்களின் 2019 மற்றும் 2020 ஆம் நிதியாண்டுகளுக்கான செயல்பாட்டு செயலாற்றுகை மற்றும் நிதி விதிமுறைகளுக்கு இணங்குதல் ஆகியவற்றில் உயர் மட்ட செயல்திறனை பெற்றுக்கொண்ட நிறுவனங்களை அங்கீகரிப்பதற்காக இவ் விருது வழங்கும் வைபவம் ஏற்பாடு செய்யப்பட்டது.
இந் நிகழ்வில் பிரதம அதிதியாக இலங்கை ஜனாதிபதி கௌரவ ரணில் விக்ரமசிங்க அவர்கள் கலந்து கொண்டதுடன் கௌரவ பிரதமர் அவர்கள், கௌரவ சபாநாயகர், கௌரவ பாராளுமன்ற உறுப்பினர்கள், ஜனாதிபதி செயலாளர், பிரதமரின் செயலாளர், அமைச்சுக்களின் செயலாளர்கள்,பிரதம செயலாளர்கள் உள்ளிட்ட அரச அதிகாரிகளும் கலந்து கொண்டனர். இவ்விருது வழங்கும் வைபவத்தில் அமைச்சுக்கள்,திணைக்களங்கள், மாகாண சபைகள் மற்றும் பிரதேச செயலாளர் அலுவலகங்கள் உள்ளிட்ட 1000 க்கும் மேற்பட்ட அரச நிறுவனங்கள் நேரடியாகவும் ஜூம் (Zoom) தொழில்நுட்பத்தினூடாகவும் கலந்து கொண்டன.

Finance Commission wins 2 awards in CoPA awarding ceremony
The Finance Commission received Gold (2019) and Silver awards (2020) at the award ceremony held on 18th July 2023 at the Parliament Complex. The award presentation was organised by the Committee on Public Accounts (CoPA) to recognize the institutions coming under the supervision of CoPA that had achieved a high level of excellence in performance in the Financial Years 2019 and 2020 with respect to the operational performance and compliance to the financial regulations.
Hon. Ranil Wickremasinghe, the President of Sri Lanka was the Chief Guest of the event and Hon. Prime Minister, Hon. Speaker of Parliament, Hon. Members of Parliament, Secretary to the President, Secretary to the Prime Minister, Secretaries of the Ministries, Chief Secretaries and other public officers also participated in the ceremony. The award ceremony took place physically as well as virtually via Zoom technology, with participation from over 1000 government institutions, including Ministries, Departments, Provincial Councils, and Divisional Secretariats.

]]> A team of the International Monetary Fund (IMF) Fiscal Affairs Department led by Ms. Laura Doherty visited the Finance Commission on 17th of March 2023 for a meeting to discuss especially on the role and methodologies adopted by the Finance Commission in determination of allocations for Provinces from the National Budget and applicability of the new Public Finance Management Act and Fiscal Rule Framework. In addition, highlights of the policy recommendations submitted to Hon. President by the Commission in order to enhance the efficiency of resource utilization and Financial Management systems were also discussed. The Chairman of the Commission, Mr. Sumith Abeysinghe, Secretary to the Finance Commission Mr. A.T.M.U.D.B. Tennakoon and other senior officials of the Commission participated in the discussion.

A meeting was held at the Finance Commission with the relevant officials from Provincial Councils on 14th of November 2019 and discussed on Preparation of Provincial Councils Budget for the year 2020.
The budget and policy recommendations submitted by the Finance Commission to H.E. President on allocation of funds from national budget to Provincial Councils for the year 2020, the allocation granted by General Treasury on vote on account basis for first four month period and preparation of capital and recurrent budget for Provincial Councils were discussed at this meeting.
The Chairman Mr. U.H. Palihakkara, Commission Members Mr. V. Kanagasabapathy and Prof. H.M. Zafrullah, the Secretary Mr. A.T.M.U.D.B. Tennakoon of the Finance Commission and the Chief Secretaries and Deputy Chief Secretaries of Provincial Councils were participated at this meeting. Relevant Officials from Finance Commission were also participated in the discussions.

One day workshop on Preparation of Common Planning Framework for Early Childhood Development Sector (ECD) conducted on 04th of November 2019 at the Finance Commission, with the participation of relevant officials from National and Provincial levels.
Representatives from the Ministry of Education, Children’s Secretariat, National Planning Department and the Heads of Provincial ECD units participated actively in the workshop. The Chairman, Mr. U.H.Palihakkara and the Secretary, Mr. A.T.M.U.D.B.Tennakoon and the relevant staff of Finance Commission also participated this workshop. The workshop was initiated and facilitated by UNICEF Colombo office.

MC meeting

An initial discussion on preparation of Annual Development Plan for Colombo Municipal Council was held in 04th of October 2019 at the Finance Commission. The Colombo Municipal Council is in process of streamlining their Annual Development Plan in an effective structured manner adapting the best practices of the Finance Commission implementing at provincial level.
The meeting was chaired by the Secretary, Finance Commission Mr. A.T.M.U.D.B. Tennakoon. The Municipal Commissioner and Senior Staff of Colombo Municipal Council and Deputy Chief Secretary- Planning, Western Province and the officials of Finance Commission participated the discussions.
The importance of the well-structured plan and the initial steps required for development a comprehensive plan were discussed productively. Further, the finance Commission will provide necessary support to CMC to prepare the quality and effective plan.

The Annual Report is to be tabled in the Parliament on 19th February 2018.
